I'm not sure how I feel about it. I think that the value of a full scholarship is often overlooked in these arguments, though.

I think that the overreach is by the NCAA, not by the state of California...this was bound to happen and I don't think that the NCAA has any jurisdiction which is why they are appealing to the governor.  I would be willing to bet that the amount of money that is taken in by the NCAA and member institutions far surpasses the costs of scholarships
