Limit of 2 teams per conference in BCS bowls

does the conference of a team in the BCS championship game count against the limit of 2 teams per conference? say auburn is in the national championship game. does that mean only one other sec team can be in a bcs bowl? or is there an exclusion for the team in the NCG?
