Living close to your job is now a right?

Beto O'rourke claims that living near your job is a right and that rich people should be forced to let low income people live near them. He also said something about people driving 3 hours each way to a low or min wage job. 

Does anybody actually take this seriously anymore or is he just pandering for the sake of pandering? How do you "force" "rich" people to "allow" "poor people" to live near them? Who drives 3 hours each way to a minimum wage job? Why is this even being discussed?
