Charlotte Recruiting...why is USC-Shawn Elliott not getting it done?

Elijah Hood RB (Rivals postion #1- national #15) and Jeb Blazevich TE (Rivals postion #4 - national #164) vebal commit to ND and Georgia this weekend. I could go on&on about top 100/200 level Charlotte recruits that we have missed on over the past 3 to 5 years. Many of which USC did not get much of a look at from the recruit.

How can USC be missing on so many top recruits that live 90 miles from our campus(nearest of any major D1), play in the best conference in the college football and now top 20/10 program. Also we are missing on these recruits when UNC and NCS have been down and have gone through coaching change. I know one of the coach's for Hood and know Hood was strongly going to consider USC because of the fact we are close and play in the SEC. If Elliott does not pull in Bentley Spain, then change has to be made (I believe even if we do get him a change is needed). Have Mangus or at lease Adams recruit the Charlotte area. There are way to many top 100/200 players coming out this area to keep missing on them.

 
Hood and Blazevich will be great players no doubt and I'm sure we offered them and showed our interest but look who else we're recruiting at those positions.

Derrell Scott 4* RB out of NC #141 player overall is a beast running back, has broken rushing records in NC and has us as his leader and we've been recruiting him hard.

K.C. Crosby 4* TE #132 player overall ranked higher than Blazevich one of my favorite players in this entire class is of the super athletic, future NFL TE model we've been a leader for him for a while and he actually almost committed a while back but decided to hold off. Again, we're heavily recruiting this guy.

Kalan Ritchie 4* TE #212 player overall 6'5'' target, another really great tight end recruit and you've seen in Spurrier's offense multiple TEs are used and played all over the field these 2 TEs would be a great compliment to each other. Another player we lead for.

So the point is would you rather us spend huge amounts of resources on the highest ranked players and go all in for these guys that we don't lead for and have offers anywhere in the country with a better chance than not we miss these guys OR would you rather us recruit still big time players all ranked in the Rivals Top 250 since it seems that's important to you and actually be recruiting a TE who is ranked HIGHER than Blazevich and all players that we lead for and are in good shape to get??
