Gamecocks adding a second offensive lineman this week as a PWO prospect?

The Gamecocks added a big offensive lineman prospect earlier in the week in Campbell Vandiver (6-7 265) of Brentwood, TN who accepted a PWO offer from offensive line coach Lonnie Teasley. The Gamecocks appear to be on the verge of adding a second offensive lineman this week as a PWO prospect. Ni Mansell (6-3 305), a transfer from Mercer who is from Anderson and played at Westside High School, visited the Gamecocks on Monday. Tuesday night he said he has a PWO offer from Teasley, and he is leaning towards accepting that. An announcement could come Thursday. Mansell can play center and guard. He spent the last three seasons with the Bears after signing with them in 2020. After entering the Portal, he picked up offers from Alabama State, Tennessee State, and Eastern Kentucky.

Unfortunately, I don't believe that PWO prospects are allowed to participate in on-campus summer workouts -- which sucks for linemen, trying to obtain SEC fitness levels.

Are they really not allowed to participate in off-season workouts? I would have assumed that they would be able to participate as long as they were enrolled in summer classes. I understand it if they couldn't participate because of needing to work to pay tuition, but not being able because of being a walk-on seems overly stupid, even for the NCAA.

The article I read was from 2020, so rules may have been changed, but said:

Seems to be a gray area, because I also read some stuff that seemed to imply as long as the kid was attending (and obviously paying for) summer school, he could participate in summer related strength and conditioning.

Ok, so it's not an actual NCAA rule, which I thought would just be insanely stupid. ThIs is more that there may be external reasons keeping them from participating.
