The player they get to replace one that leaves gets that same scholarship. Commitment? The coach that recruited him can leave at any time with no penalty- but the player had to eat a year to do so? Pfft.
Exactly. On the same token, when a coach commits violations and skips off to  the NFL (looking at you Pete Carrol), the players should not be penalized for wanting to leave. And on another point. Amateur players (if that is what they are), should not be forced to commit to 4 years of anything. If we want to start paying and having them sign contracts that is a different story.

So then in all fairness you'd have no problem with a school taking a player's scholarship away from him to give it to a better player transferring in from the portal.

Ah, so the school must follow their commitment to the player but the player can do anything he wants.  Yeah that seems fair.

Oh please. While the player is at school X and playing for them, he get gets a scholarship that they offered him. When he leaves a different player gets that scholarship. The poor, poor university that makes millions of dollars a year on the program doesn't get hurt financially because a player leaves. You want me to feel badly for an athletic department that makes tens of millions of dollars a year on the backs of these players who you don't even want to be able to freely choose where they go without penalty?  Sorry, not going to happen.

 
So, as I have said the portal is an mess, the NCAA created this  and the schools are paying for it , if an kid wants to go to the NFL early make it simple if he get's drafted he pays back the University for time he left. Make them stay at least 3 years in school, and the if you want to transfer ok .   The small schools are paying  the price for this, and if an coach leaves to go to another school the kids he recruited can transfer without any hits to playing time, or he gets fired. If you want to go to NFL out of high school then let them do so. I could go on but everyone has their input and it's understood .

 
Let's face it, college athletics are a hot mess.  I can't see the current structure remaining intact for another 5-6 years.  The NFL needs to be sued for restriction of trade, (which will have ramifications to the Player's Union).  Currently, both the NFL and the NBA are using the colleges as their farm systems...and their unions are the ones determining entry into their league.  They are highly protective of affecting their members by opening up the eligibility rules.

So unfortunately, the college problem goes beyond just college.  In my opinion the professional leagues are going to have to be included in any realistic change/solution.
