It's actually waged war on a couple of animals: the cane toad and the jackrabbit come to mind? Either of those work?
Gotta admit that was a guess. Pretty impressive the Romans built a city that could support that many people. And shcoking that after the fall of Rome, it took 1000+ years to regain that lost technology. Think about how much further technology would be right now if not set back for 1000 years.
Not for what I had in mind, my clue should have been a little more clear. This one took place in 1932

I'll guess something by Agatha Christie, although it is probably a Harry Potter book.
I would guess something old and that is frequently taught in schools. Maybe Catcher in the Rye or Moby Dick?
